In a Classic event, ensure "Registrants can enter a discount code" is switched to Yes by going to Website & Registration > Registration > Registration Settings selecting a registration path, if necessary, and clicking the Summary & Payments tab. If that doesn't work, double-check that the discount codes you created are not set to apply automatically.

In a Flex event, to Website & Registration > Registration > Registration Process, and click Customize to the right of the Payment page. Click the Registration page dropdown in the top left of the canvas. Scroll down to the Registration Paths section, select a path if necessary, and click the gear icon to the right of of it to open its settings. Scroll down to the Basic Settings section, and ensure "Allow registrants to use discount codes" is toggled to blue. Click Apply, then Publish to make this available to your registrants. If that doesn't work, double-check that the discount codes you created are not set to apply automatically.
